3: Means Planning
The third stage of Ackoff's Idealized Design is Means Planning. While Ends Planning (Phase 2) strictly defines the specifications and target outcomes of the new environment, Means Planning is the selection of the practices, programs, and policies used to actually get there.
In Bumponomics, the means is governed by a singular, foundational premise:
"Strategy is how we Organise & Act in order to Survive & Thrive in complex dynamic environments."

Therefore, defining the "Means" requires defining precisely how this operating system empowers the physical execution of that four-part premise:
- Organise: How the system structures human agency and categorizes pressures.
- Act: How the system leverages physical transformations (The R-ARSED strategies).
- Survive & Thrive: How the system measures real-world progress toward the specified Ends.
- Navigating Complex Dynamic Environments: How the system Maps the S-Curve terrain of reality to prevent extinction.
The True Strategy: Autopoiesis
The strategic goal of Means Planning is not to command a set of static solutions. The strategy is to evolve a highly effective problem-transforming system that can actively develop itself and respond to emerging problems by self-correcting.
This is the principle of Autopoiesis—a term coined by Humberto Maturana and Francisco Varela in the 1970s. It literally means "self-creation" and refers to a system capable of reproducing and maintaining itself by creating its own constituent parts.
A properly constructed BUMPS ecosystem is an autopoietic engine. It does not wait to be saved by external solutions; it organically survives and thrives by continuously metabolizing the raw pressure of its environment.

The Existential Algebra of Means
This baseline equation (Who + How = Why) reveals the existential permutations of Means Planning. If we treat these variables algebraically, we expose the underlying failure modes of human strategy:
